DEMOCRACY

Democracy is considered to be the best form of governance. It has been observed that all nations seem to have a great attraction for democracy. People under non-democratic systems have agitated collectively for the establishment of democracy.

Meaning of Democracy

The word democracy is a combination of two words ‘Demos’ means people and ‘Cratia’ means rule. Thus democracy is ‘rule by the people’.

The simplest and the most popular definition of democracy has been given by Abraham Lincoln. He said, ‘Democracy is a government by the people, for the people, and of the people.

Democracy is government by the people. People participate in the affairs of the government under this system. Democracy emphasizes individual freedom and well-being of the people. Democracy is based on the consent of the people.

Forms of Democracy

There are two forms of democracy.

(1)            Direct democracy

(2)            Indirect democracy

 

(1)          Direct democracy: The system of government wherein people directly participate in its affairs is known as ‘direct democracy’. The citizens assembled together, discussed matters of common concern and arrived at a certain decision. The Greek city states were small in size and population. This enabled them to practice direct democracy.

(2)            Indirect democracy: The system wherein the citizens participate in the affairs of the government indirectly through their elected representatives is known as ‘indirect democracy’. In this system the representatives are chosen by the people. That is why indirect democracy is also known as ‘representative democracy’. Indirect democracy is being practiced in several countries today.

There are two types of Democracy:

(1) Parliamentary                 (2) Presidential

 

(1)        Parliamentary Democracy: In a parliamentary democracy there are two executives. The president is the nominal head of the state. The real power to govern is with the Prime minister and his council of ministers.

The ministers are the members of Legislature. They are elected by the representatives of the people. The entire council of ministers is responsible to the legislature. The executive remains in power as long as it enjoys the support and confidence of the Legislature. The United Kingdom and India have parliamentary Democracy.

(2)        Presidential Democracy: The President is the Chief Executive He is the head of the Government as well as the head of the state. He is not the member of the Legislature. Similarly, his ministers are also not the members of the Legislature. However, the Legislature can exercise control over the executive by asking questions, giving suggestion and by approving the ‘budget’. The Presidential system of democracy is practiced in U.S.A.

Importance of Democracy: Democracy is considered to be the best form of government. It is an important system to manage political affairs. Its importance can be further explained with the help of the following points.

1. Individual freedom and development:

Democracy gives great importance to individual freedom. Freedom enables individuals to seek their progress. It is possible to provide equal opportunities of development to all in democracy.

2. Change by peaceful means:

In democracy, people can bring a government of their choice to power. They are free to change an undesirable government. Elections play a pivotal role in bringing about any change by peaceful means.

3. Responsible government:

As the representatives are chosen by the people to run the government, democracy is considered to be the responsible form of government. The representatives are accountable to the people. They cannot function arbitrarily as they are kept in check by the judiciary, opposition parties, pressure groups and the media.

4. Affinity with the government:

In democracy stability is very essential. No development is possible without economic and political stability. When people willingly accept the government and develop a sense of affinity for it, stability is the result. People must feel that they are responsible for electing a government; therefore they must extend their co-operation to it.

Democracy : a way of life…

Democracy is not merely a form of government but a mind set that touches all spheres of an individual’s life. This implies that democratic ideals can be adopted in our day-to-day relationships within the family as well as in society. Therefore democracy has become a way of life.

How can we practice democracy at the individual level? First of all, by respecting every individual around us. We must realize that each individual enjoys equal status by virtue of being a human being. Adopting a democratic way of life is to give up parochial attitudes and promote mutual understanding and the spirit of friendship.

A democratic way of life opposes all forms of oppressions and injustice. We can oppose and eradicate oppression and injustice by adopting means. Acceptance of such means is necessary for a democratic way of life.

Discussions, debates, free exchange of ideas and respect for all shades of opinion are of immense importance in democracy. Every decision is collectively made after a free exchange of thoughts and views. We must be tolerant of contrary views.

Democracy as a way of life

Ideals of Democracy

Liberty, Equality, Justice, Fraternity and Integrity are the ideals of Democracy.

Liberty:Liberty and democracy are inseperable. Democracy recognizes different types of freedom for citizens. They are free to speak and express their views in a responsible manner.

 

Equality: Equality implies the equal status of every individual and ensuring equal opportunities of development to every person.

 

Justice:Justice means the eradication of inequality and injustice. It also means giving equal opportunities for development to all. Justice enables us to attain the well bring and welfare of all the citizens.

 

Fraternity and Integrity: Legislation alone cannot ensure the creation of new society. Mutual trust and respect is needed to generate a spirit of unity. Each individual must feel that every other person is related to him. This spirit of brotherhood is the essence of fraternity. Integrity strengthens democracy.

 

Democracy in India

 

India has adopted democracy. Ours is the largest democracy in the world. After independence we have striven to promote and nurture democracy. We have widened voting rights. By decentralizing power, we have strengthened local self-governing institutions. This has enabled weaker sections to have share in power. Candidates from weaker sections and backward classes and winning elections and holding responsible discharging their responsiblities.

The process of rural development has been accentuated through the decentralization of power. By recognizing education as a fundamental right, we have provided opportunities for development. We are making administration people-oriented. Recently the government of India has conferred the right to information on the people and thereby has striven to make democracy healthier.
