In your Works Cited, the article entry will start with the author's last name, so your cite has to be by the author's last name. Put Mulligan's name in the sentence: According to Gail Mulligan of the US Dept of Education, "what you are quoting" (Lloyd pg#).
Obviously, if Mulligan is from a state dept, use the state name instead of US. It is more common to cite someone by last name in formal writing.
