the students will have to find part-time job in order to cover all the expenses.

They probably started the process of seeing what you are eligible for in the fall before the suspension was calculated. Also, you can usually appeal suspension, so they are saying as of this minute you will have no financial aid for fall, but if you appeal successfully you'll get the amounts they've told you.
